About Mark

"The life of the law has not been logic; it has been experience"

                                                       - Oliver Wendell Holmes, Jr.

My name is Mark J. Carroll, I am licensed to practice law in Washington State. My inspiration is to serve my clients with integrity and focus.

I am here to help.

I grew up in Sedro-Woolley, Washington, I began working during high school in the grocery business. I spent over 20 years in the retail industry, specializing in loss prevention and investigation of white-collar crime. When I decided to pursue my dream of becoming an attorney, I returned to college, graduating from Western Washington University in 1998. I attended law school at the Thomas Jefferson School of Law in San Diego, California, and obtained my Juris Doctor degree in 2002. I soon after moved back home to Washington, ultimately settling in Chelan County where, in 2003, I opened my solo law practice.

Since eleven, I have been active in scouting, I am an Eagle Scout and currently serve as scoutmaster to Chelan/Manson Scout troop.  I very much enjoy the outdoors with my wife Janice, we enjoy fishing, camping, boating, our gardens, our family and our three shepherds. I am past President of United Way of Skagit County and enjoyed past membership in Rotary and Rotary International.

Since 2003 I have been passionately representing clients throughout the following North Central Washington communities:

Chelan County * Okanogan County  *  Douglas County  *  Ferry County  *  Benton County

I also practice as a spokesperson in Nespelem at the Colville Tribal Court, the Colville Tribes Court of Appeals, Spokane Tribal Court, including Tribal Administrative Law Courts.

I have thirty seven years negotiation experience.

As a solo practitioner, my experience varies from litigation to informal negotiations. I do advise many clients to attempt to resolve their issues via mediation or negotiation when applicable and possible. Avoiding trial is often less stressful overall as well as more cost efficient to the client. I do have extensive litigation experience, representing clients in trials involving multiple layers of witnesses, exhibits, and legal motions.

Because I understand that work schedules can make it difficult to schedule an appointment to meet with an attorney, I do offer after-hours, weekend and appointments via Zoom as needed. My practice involves travel over a large geographic area, so please call my office first to make an appointment as I may be in either office location or in Court on any given day of the week.

I also encourage you to p
lease call me to discuss your needs and we can set up a consultation appointment at an office location that is most convenient for you.

I am committed to working with you to develop the most effective strategy and plan for your specific legal issue(s).
